Understanding MBBS Seat Allocation
How Are MBBS Seats Divided Between MCC & KEA?

After NEET results are declared, seats are allocated through two parallel counselling streams — central (MCC) and state (KEA in Karnataka). Understanding which seats fall under which authority determines where and how you apply.

🇮🇳 Central Counselling

MCC — Medical Counselling Committee

Conducts counselling for All India Quota (AIQ) — 15% of govt college seats open to students from any state. Also handles AIIMS, JIPMER, AFMC, Deemed Universities, Central Universities.

Ministry of Health, Govt. of India · mcc.nic.in
🏛️ State Counselling

KEA — Karnataka Examinations Authority

Conducts counselling for 85% State Quota seats in Karnataka govt colleges + all private college seats. Only Karnataka domicile students eligible for GM, OBC, SC, ST categories.

Private colleges have no AIQ — their seats are split between KEA GMP (50%), Management (45%) and NRI (5%). Deemed universities are counselled separately by MCC. This predictor covers AIQ (MCC, govt colleges) and Karnataka State Quota + GMP seats (KEA).

💡 Key Points for Karnataka Students
If you get an MCC AIQ seat in R1 or R2, you must join or lose eligibility for state counselling.
This predictor covers KEA State Quota only — the 85% state seats + GMP + OPN seats allocated through KEA rounds.
Seats in Manipal, JSS, Amrita (deemed universities) are filled via MCC Deemed rounds — not KEA.
OPN (Management) seats in private colleges are open to all-India students and filled through KEA, not MCC.
FAQs
Common Questions
Yes. In KEA counselling, students in more specific sub-categories can bid for seats in the broader categories they qualify for. A GMR student can also choose GM State Quota seats. A 1RH student can choose from 1RH, 1R, 1H, 1G, GMRH, GMR, GMH, GM, GMP, GMPH and OPN. This predictor automatically identifies and checks all eligible categories — each result card clearly shows whether it's your primary category or a cross-eligible seat.
Government quota seats (GM, OBC categories, SC, ST) are allocated by KEA based on merit and reservation. These exist in both government-run colleges and government-controlled seats in private colleges (GMP). Management quota / OPN (Open) seats are in private medical colleges where the institution has control over admissions. OPN seats have higher fees (₹7L–₹27L/yr) but typically have more relaxed rank cutoffs since they attract fewer applicants. A student eligible for GM can also choose OPN seats in private colleges.
Based on actual KEA 2025 data, the average relaxation from R1 to R2 is approximately 23%. However, top government colleges see much higher relaxation — Bangalore Medical College GM cutoff went from rank 1,299 in Round 1 to 3,025 in Round 2 (2.3× relaxation). This happens because top-ranked students upgrade to better seats in R2, freeing up seats lower down the merit list. Private OPN seats typically relax only 5–15% since fewer students upgrade out of management seats.
The Hyderabad-Karnataka (HK) region quota is reserved for students domiciled in 6 districts: Bidar, Kalaburagi (Gulbarga), Raichur, Yadgiri, Koppal, and Ballari (Bellary). Category suffixes with "H" (e.g. GMH, 1H, 2AH, SCH, STH) are restricted to HK region candidates. HK region students can also choose the non-HK seat of their category — e.g. a GMH student can also choose GM seats.
Government colleges: approximately ₹64,350 per year for most state government colleges. 5-year MBBS total including hostel ~₹6–7 lakhs. Government-aided private colleges (GMP quota): fees range from ₹1.5L to ₹2.5L per year. Private management seats (OPN): ₹12L/year for most private colleges, ₹22L–₹25L for top institutions like MS Ramaiah and Sri Devaraj Urs. All actual fees shown in this predictor are sourced directly from KEA allotment documents.
